Feeding of chickens depends on daily feed intake/bird of diet with know nutrient density.
This daily feed requirement of the flock can be given to birds two times a day.(Early in the morning before sunrise and in the evening towards sunset) for optimum feeds utilization.

There is no fixed feeding time when you are not rationing.
For Broilers, they basically eat round the clock, so you feed ad-libithum while Layers feeding can be batched into 2, basically during the cool hours of the day.
