The basis for nutritional quality can be divided in 4 phases. 1) Adequate knowledge and quantification of the digestible nutrients for each feedstuff, 2) A proper balance of feedstuffs in the diet to provide the nutrient quantities needed by animals on every bite, 3) An adequate feed manufacturing process that will maximize the ability of each ingredient to contribute nutrients to animals like proper feedstuff storage, griding, mixing, pelleting, bagging, and storage of mixed feed, and 5) The use of ingredient of high quality, if we used feedstuffs of low quality then steps 1 to 4 can do very little improve the quality of poor ingredients. Consider physical, chemical, and microbiology factors to define quality.
