I have formulated many feeds without phytase without any issues. As long as the amounts of calcium and available phosphorus are known for all ingredients and the diet is formulated to meet the needs of birds, they should perform just fine. Phytase is mainly used because it is cost effective and reduces the excretion of phosphorus in excreta, which is good for the environment.
