The best biosecurity measurement is to raise poultry in biosafety facilities to be 100% sure no pathogen will enter the flock; this is obviously impossible. I think the best biosecurity measurements are those that can be truly implemented at the farm level constantly and correctly. We can talk and think about many procedures (e.g., fumigation, visitor restriction, cleaning, disinfection, etc.) in paper but if they are not implemented consistently and correctly then they are worthless. In my opinion, and without any hesitation, the best biosecurity practice is to have properly trained and empowered workers are the farm that understand the importance of each biosecurity practice.
