Wheat(I think top feed uses wheat whenever maize is scarce outside ) just that when using wheat ,make sure that you use the right proportion that will meet the birds M.E. (The M.E of Wheat is lower than that of Maize.

We may not replace maize 100% – with Wheat, Along with wheat, we may add – Jowar, Bajra, Raghi & Broken Rice

There is no perfect substitute to any ingredient for as long as they have varying nutritional composition. Whatever nutrient is lost or gain in a substitute, the formulator must find a way to make up for it from another source. But there are close substitutes. For maize, wheat or sorghum may be. But cost, proximate differences, and possible ANFs must be considered.

I doubt if HQCP can be a substitute for maize 100%. It can be used in different percentages depending on the type and age of poultry you have. Broilers , young birds, dual purpose or layers ration will all have different inclusion rates
Also cost of producing HQCP when thrown into the equation and with the lack of technical know how might just make using HQCP to be a bit uncompetitive when you talk of least cost.
HQCP is also hygroscopic and takes water easily from the environment which brings the issue of challenges of storing on the shelve for a long them.

Though, I’ve tried whole cassava, cassava grit was used as substitute for maize for layer feeds. The result showed that it can successfully replace maize up to 50%, because anything beyond that, decrease in production was observed

That’s encouraging but what about the cost in terms of processing and as someone said, what can the storage period be like to maintain quality and moisture
